In a new pair of Burton boots I'm a size 11, does this mean I can wear a used pair of 10.5 (boots pack-out)?

So I'm a size 11 Burton in the shop, but I have seen a cheaper pair of used boots that are size 10.5. I've heard that boots pack-out, does this mean I could wear 10.5s?
