Did a 12th century Rabbi predict Israel's future?

There's a rumor going around the internet that rabbi Judah Ben Samuel predicted "Ottoman Turks would rule over the holy city of Jerusalem for eight Jubilees" then would be taken away, then left desolate, then taken by the jews, and will stay that way until 2017. Is this true?
